How the 25th SGC MUSO Directors illegally allocated themselves shop tenders. From Pg 1. By Nyamweya Bw’Omari Dikembe Disembe and Obilo kobilo

The Chips Café B (painted pink) is said to be owned by an infamous campus entrepreneur who also owns one of the shops near Hostel K (the first shop from students). The entrepreneur used the names of two female students to secure its ownership though the students claim that they are the ones who run and own it.

In a recent interview with one of The 3rd Eye reporters, a Muso director confirmed that the Chips Café belongs to the entrepreneur and not the two female students as they claim. The studentship of the entrepreneur is in doubt as he is said to have completed his studies last academic year. The other shop at the old container near Hostel K is said to be owned by a junior Muso Director.

At the Students’ Centre there are two tenderable shops: Comrades’ Shop and Bread Shop. The Comrades’ Shop facing the entrance to the Mess is said to be owned by a top lady Muso official with another junior Muso Director.

We were not able to establish the names they used to secure the shop. The Bread Shop is owned by two Muso Directors however one is said to have sold his shares. The junior director is on record blaming campus media of impartiality and negative reporting. The shop just next to the entrance to the Muso Cyber Café is not tenderable as it is owned by the university’s staff.

The photocopying spaces, saloons and the kinyozi at the gymnasium in the Students’ Centre were also not left unshared. A former 23rd SGC official is also claimed to own a hair salon. The ownership of the other premises is still at large as the information availed to us was scanty.

On being asked about the ownership, virtually all the directors denied any linkage with the premises. Okeri Orina, the Muso Sec Gen, referred us to Cyprian Obwogo the Finance Director to obtain the final list of the tendering process denying any knowledge of who owns what. He also disputed claims that he owns a chips café that is now facing a court battle.

On reaching Obwogo, the Finance Director whom we were referred to, asked for more time to compile a report on the process. He was not even able to neither name the members of the tendering committee nor ascertain the procedure he used to pick them. The former Integrity Movement (MU Chapter) Finance Commissioner however maintained that there is no director who owns ‘anything’ and that the process was free and fair.

According to the Dean of students Mr. Mureithi, five Muso officials plus four other students were to sit in the Tendering Committee but could not explain the procedure which was used to pick the four students. Mr. Mureithi could not with finality say that the process was free and fair since his office was only involved in logistics.

The four nominated Muso officials by the SGC to sit in the tendering committee were Silas Ong’aro(Academics), Olando David (Security and Accommodation), Joyce Wainaina (Catering) and Simon Kuria(Ass. Sec Gen). Mwamburi Mwang’ombe(Chairperson) was to sit as an ex-official member of the committee while Obwogo Cyprian (Finance) was to chair it.

The Muso Chairperson denied attending any meeting held by the committee nor being in possession of any information concerning the actual deliberations carried out by the committee. Joyce Wainaina and Olando David also never attended the committee’s proceedings.

So far Mwamburi is the only Muso official who still maintains that the process was dubious and must be repeated. A letter seen by The 3rd Eye from Mwamburi copied to the Kenya Anticorruption Commission Director PLO Lumumba, Moi University VC Prof. Richard Mibey, DVC Planning and Development, Chief Administrative Officer, Dean of Students and the Finance Director—Muso among others read in part:

“I write to table my sincere dissatisfaction with the tendering process. This is because tendering is a public concern since the tendered properties are public premises. There is no better term to attach to the scandalous process which is their issuance. The absence of my signature on the results says it all.”
